Windows 10 Bootup Slowness Issue Part 2

Windows 10 21H1 two distinct issues: Most likely related to TPM/Secure Boot
I am still having a hard time with my Windows 10 boot up time (To be more specifically from pressing power on to windows logon screen).
I have manage to narrow the issue to KB5003537 Windows 10 patch which is the NET Framework Cumulative update which I didn't know when I posted the earlier question.
If I check the task manager -> tab Startup -> Windows boot up Time; it will say it took 1,679.8 seconds (27.99 minutes!!!! and doesn't count everything before Windows loads). Yet at the same time if I boot a different time it will take 40 seconds at maximum or thereabout on the same desktop. No change in BIOS or Windows 10 configuration or hardware.
I know of only two workarounds: Rollback the KB5003537 update forever or Cold hard reboot each time I boot up PC for the first time (not ideal as that cause lot of write to a SSD which will potentially shorten the lifespan of the OS drive).
I have contacted Microsoft Support multiple time. They were very unhelpful and I had to roll up my sleeve and solve the mystery of the boot up difference on my own. The only thing they could help with was fixing the OS by "re-installing it multiple time" to fix the can't boot up issue from my earlier post. The entire mess started more than two weeks ago and I am losing my mind.
